Senior Living Facility Takes Another Step Forward In Livingston

LIVINGSTON, NJ — The Livingston Town Council unanimously voted to advance a pair of ordinances involving a proposed senior assisted living facility at their meeting last week.

The council introduced Ordinance 10-2024 at their March 11 meeting, which would authorize the township to enter into a purchase and sale agreement with Brightview Senior Living Development LLC (watch meeting footage below, cued to the vote and discussion).

According to the ordinance, the developer is proposing to build a four-story assisted living community at 321 South Livingston Avenue (about 160,000 gross square feet) with approximately 150 units for “seniors who wish to remain within the community.” The project – which has been in the pipeline for nearly two years – would also include “certain related on-site and off-site improvements.”

Ordinance 10-2024 would allow Livingston to sell the developer a portion of township-owned land at 357 South Livingston Avenue to facilitate the project (see map below).

The council also introduced Ordinance 11-2024 at the meeting, which would approve an application for a long-term tax exemption and the execution of a financial agreement with Brightview Livingston Urban Renewal LLC for 321 South Livingston Avenue.

Mayor Alfred Anthony and Deputy Mayor Edward Meinhardt recused themselves from the votes on each ordinance.

A second reading and public hearing on the two ordinances is scheduled for March 25.
