The 25-year-old arrived from AZ Alkmaar in 2016, but failed to make an impact at the club.
Tottenham paid a reported £17million for him, having top scored in the Eredivisie with 27 goals.
However, in his three years at White Hart Lane he played 42 times and scored six goals, spending the 2017/18 season on loan at Fenerbahce.

Upon joining his new club, he posted on social media: “Happy to join @rayados.
