CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a Granite Stater convicted of manslaughter and kidnapping who is wanted for parole violations.
Richard Paul Labbe is white, 57, about 5 feet, 10 inches, and weighs around 245 pounds. He has brown hair (although he is bald now) and hazel eyes. Labbe, investigators said in an alert, has tattoos on his abdomen, both arms, and his right shoulder. He has a Patriots tattoo on both arms. Labbe also has a scar across his chest.
Labbe was initially charged with two counts of second-degree murder after an incident in Newmarket in July 2001. The state filed a manslaughter charge against him in June 2002. Both of the murder charges were nolle prossed in August 2002 after he pleaded guilty to the manslaughter charge and was sentenced to 15 to 30 years in prison.

In August 2011, Labbe filed a petition to suspend his sentence, and the attorney general’s office countered with a motion to extend it, which was granted in October 2011. An objection was then filed.
In November 2011, Judge Kenneth McHugh denied the petition.

“Upon review of the defendant’s file,” a court report stated, “the court denies the defendant’s motion to suspend all or a portion of the defendant’s minimum term. While his prison experience has been positive, the senseless crime resulting in the loss of life of an innocent and good person requires he serve out his full minimum term. If the defendant continues to behave in the excellent manner that he has in the past, he should be paroled once his minimum has been served.”
About four years later, Labbe requested work release at a halfway house, which was approved in July 2015.
The warrant for Labbe’s arrest was issued on July 7, 2020.
Investigators said he was arrested on a fugitive of justice charge in December 2020 in Massachusetts and was placed in the Worcester House of Corrections. Labbe, however, was able to raise $1,000 cash bail, was released, and absconded from supervision again, investigators stated.

“Labbe has a significant criminal history to include manslaughter, kidnapping, history of absconding, and prior violations of supervision,” an alert stated. “Labbe has ties to NH and MA and a history of abuse of illegal substances, which have resulted in violent tendencies.”
